E92 Performance Power Kit is FSC code only??

Hi people, so I bought the PPK stage 1 (part# 11122219489) from http://ift.tt/1kVR3OU



And all I received was an envelope with FSC code and sticker only?? Why do I see people got engine cover and a new ECU hardware?
